Pages can be reordered using drag and drop.

Open the quiz’s Pages screen and drag a page to its new position. The new order determines the order in which students encounter the pages during the quiz.

After reordering, check the Navigation Panel and any section-break restrictions to make sure the resulting navigation is correct.
